In accord to the commercial circular number 53 of 2017, an official letter dated 22nd June, 2017 is been out addressing earmarking of reservation quota for people having disabilities travelling in 3 AC classes, in accord to which two berths in 3 AC class including the lower berth for handicapped person and the middle one for his or her escort will be provided in all long distance mail or express trains where people with disabilities have been prolonged with the facility to book and get reservations on concession. Though, in case of Garib Rath express trains, there is absolutely no change and as prior defined four berths in them, are earmarked for physically disabled or handicapped people in spite of non availability of concession.

Adding to this, in accord to zonal railways, the berths will be introduced in the system as defined by the booking date or in accord to ARP, whichever is earlier. Though, it has been requested and called for that such instructions must be executed with immediate effect and there should be vast and broad publicity about the facility and services spread all around by all possible means. To all who are concerned, necessary and relevant instructions must be issued and known to everyone around. People can order the original order and the notice has been issued by the Railway Board, Ministry of Railways and Government of India.
